[Dow Jones] International Maritime Organization's new cap on sulphur level in bunker oil will aggressively erode the demand for high sulphur fuel oil and encourage refiners to upgrade their conversion and desulphurization capacity, says BMI Research. Ship owners will also need to either need to switch to lower sulphur oil or retrofit their vessels with a scrubber system, which is only economically viable for ships with more than 15 years of service life remaining. "Even with this, there will be limited shipyard space to undertake such conversions, meaning some of these ships along with the older fleet will have no choice but to switch to lower sulphur fuels," the research firm says. The new rule will take effect in 2020, but market watchers doubt the rule will be strictly enforced.
