中国石化新闻网讯 据普氏能源资讯12月29日莫斯科报道,根据俄罗斯联邦反垄断局周四发布的一项命令,俄罗斯将在2017年把通过其主干管道运输原油的关税增加3.5%,而把通过其向东方向的ESPO管道的交付成本同比增加4%。
俄罗斯反垄断局在年度基础上为自然垄断部门评估关税,包括国家石油管道运营商俄罗斯国家石油管道运输公司(Transneft),以便根据通货膨胀调整关税。2017年提高运输费用是依据2017年估计大约4%的通货膨胀。
新的关税将于1月7日生效。
Transneft向国外交货和向国内炼油厂以及关税同盟内其他国家(包括白俄罗斯)交货的运输服务费用将设置在每100吨公里32.0283卢布(0.53美元/100吨公里),不包括增值税。

Russia will increase tariffs for transporting crude via its trunk pipeline by 3.5% on average in 2017, with the cost of deliveries via its eastbound East Siberia-Pacific Ocean pipeline (ESPO) to rise 4% year on year, according to an order by the Federal Antimonopoly Service published Thursday.
Russian authorities reassess tariffs for natural monopolies, including national oil pipeline operator Transneft, on an annual basis, to adjust them to inflation. The 2017 increase is based on a 2017 inflation estimate of around 4%.
The new tariffs will come in force on January 7.
Transneft's transportation services for deliveries abroad as well as to refineries in Russia and other states within the Customs Union, including Belarus, will be set at Rb32.0283/100 mt-kilometers ($0.53/100 mt-km), excluding VAT.
