中国石化新闻网讯 据悉,泰国能源巨头PTT公司已经确认今年初宣布的位于越南平定省Nhon Hoi经济开发区的投资200亿美元的炼油厂和石化项目或将被取消。PTT董事长兼CEO Tevin Vongnavich表示,因为该地区将被开发成为一个旅游胜地。当地政府还没有确认他们打算怎么处理此前为该炼油厂和石化项目分配的土地,PTT表示这一过程或将历时数月。
该项目原计划包括一座40万桶/天的炼油厂、一套年产140万吨乙烯的石脑油裂解装置以及合计生产500万吨/年下游产品的装置,包括芳烃等石化产品。PTT和沙特阿美原先预计各持有该项目40%股权,越南政府持有20%股权。该项目最初的挫折是在今年早些时候沙特阿美退出该项目。受油价大幅下挫的影响,该项目的成本已经从最初的200亿美元大幅削减至120亿美元。

Energy major PTT (Bangkok, Thailand) has confirmed announcements made earlier this year that the $20-billion refinery and petrochemical project in Vietnam’s Binh Dinh Province Nhon Hoi economic zone is likely to be scrapped. The area is due to be developed as a tourist destination, says PTT president and CEO Tevin Vongnavich. The local authorities have yet to confirm what they intend to do with the project's assigned site, a process that PTT says is likely to take a few months.
The project was to have included a 400,000-bbl/day refinery, a naphtha cracker with capacity for 1.4 million metric tons/year (MMt/y) of ethylene, and units making a combined 5 MMt/y of downstream products including other petrochemicals such as aromatics. PTT and Saudi Aramco were each expected to hold a 40% stake in the complex with the Vietnamese government having 20%. An initial setback came earlier this year when Aramco withdrew from the project. The likely cost of the complex was reduced significantly following the collapse in the oil price, to $12 billion from $20 billion.
Tevin says PTT now faces the choice of relocating the proposed complex or canceling it altogether. The company still appears eager to invest in Vietnam.
