Russia Oil Output May Fall From 2017 on Unfavorable Tax Regime

Russia's crude oil output could start to decrease in 2017 due to an unfavorable tax regime, Energy Minister Alexander Novak said in an interview with Kommersant business daily published on Tuesday.
The country's oil output has been on the rise recently, hitting fresh post-Soviet highs. But the finance ministry's intention to plug holes in the budget with oil producers' money may break the trend.
"Starting from 2017, there's a risk of lower output," Mr. Novak said.
Mr. Novak said companies would maintain oil production if the finance ministry's plan was a one-off measure. But oil firms would halt investment and borrowing if the finance ministry indicated that it plans to tax their benefits from the weaker ruble in future, he said.
